When Do You Need It?

The CCE is Required For

The Certificate of Electrical Compliance has become essential in many situations.

Real Estate Sale

Mandatory for any transaction. Buyers and notaries systematically require it.

Home Insurance

Many companies require an up-to-date CCE to renew or issue a policy.

Major Renovations

Adding a floor, extension, or complete renovation requires an update.

New Equipment

Installation of heat pump, EV charging station, or spa often requires an upgrade.

Critical Danger

Dangerous Panels to Replace Immediately

These obsolete panels have high failure rates and are responsible for numerous electrical fires. If your property is equipped with one, urgent replacement is necessary.

Federal Pacific (FPE)

Production: 1950s-1980s. Circuit breakers do not trip during overloads, causing overheating and fires.

High fire risk - Urgent replacement

Federal Pioneer Stab Lok

Production: 1970s-1990s. Stab Lok breakers with colored bands (blue, red, green). Retention and tripping problems, arc fault and fire risks.

High fire risk - Urgent replacement

Commander

Production: 1970s-1980s. Panels frequently installed in Quebec. Circuit breaker failure issues and loose connections causing overheating.

High risk - Recommended replacement

Sylvania

Production: 1970s-1980s. Similar to Zinsco panels. Circuit breaker connection issues causing arc faults and fire risks.

High fire risk - Urgent replacement

CEB (Canadian Equipment & Boiler)

Production: 1960s-1980s. Aging panels with obsolete components. Risks of circuit breaker failure and degraded insulation.

High risk - Recommended replacement

The CCE Certificate

What is the CCE?

The Certificate of Electrical Compliance (CCE) is an official document issued by an electrical contractor licensed by the RBQ. It certifies that your electrical installation complies with current standards at the time of inspection.

The CCE includes a detailed description of the installation, a list of checks performed, and confirmation of compliance (or necessary work). This document is registered with the RBQ and is accessible by competent authorities.

Only an electrician holding a valid license from the Régie du bâtiment du Québec (RBQ) can issue a CCE. Arsenal Électrique holds RBQ License 5844-2757-01 and is authorized to issue certificates of compliance throughout the province.

The CCE is mandatory for:

  • Property sales (required by notaries)
  • Obtaining or renewing home insurance
  • Performing certain renovation work
  • Renting certain types of housing

The Certificate of Electrical Compliance (CCE) is an official document attesting that your electrical installation complies with the Canadian Electrical Code and the Quebec Construction Code. It is mandatory for property sales, often required by insurance companies, and recommended during major renovations. Only a contractor licensed by the RBQ (Régie du bâtiment du Québec) can issue a valid CCE.
Code compliance is necessary in several situations: property sale (CCE is mandatory), request from your insurance company, major renovations, addition of high-energy equipment (heat pump, EV charging station), aging electrical panel (25+ years), presence of Federal Pioneer or Zinsco panels, or after a disaster (flood, fire). A preventive inspection is recommended every 25 years.
The cost varies depending on the extent of work required. An inspection and CCE issuance without major work costs between $300 and $500. If corrections are needed: replacement of non-compliant outlets ($150-300/circuit), 100A panel replacement ($1,500-2,500), upgrade to 200A ($2,500-4,500), GFCI/AFCI protection installation ($500-1,500). We provide a detailed estimate after a free inspection.
The CCE does not have an official expiration date, but it attests to the compliance of the installation at the date of issuance. For sales, notaries generally require a CCE less than 6 months old. If electrical work is performed after obtaining the CCE, it must be compliant and a new inspection may be necessary.
A non-compliant installation presents serious risks: electrical fires (leading cause of residential fires in Quebec), electrocutions, damage to electronic devices. Additionally, your insurance company may refuse to cover a claim or cancel your policy. During a sale, the absence of a CCE can block the transaction or result in a lower sale price.
Yes, these panels are considered dangerous and obsolete. Federal Pacific (FPE) and Zinsco panels have high rates of circuit breaker failure that do not trip during overloads, which can cause electrical fires. If your property is equipped with one of these panels, immediate replacement is strongly recommended, if not required by insurers.
The duration depends on the work required. An inspection takes 1-2 hours. Minor corrections (outlet replacement, adjustments) can be done the same day. A panel replacement takes 4-8 hours. A complete upgrade (panel + service entrance) spans 1-2 days. We schedule work to minimize interruptions and inform you of the exact timeline in our estimate.
Technically yes, but practically no. The CCE has become almost mandatory in real estate transactions in Quebec. Buyers, their inspectors, and notaries systematically require it. Selling without a CCE generally means: extended sale timeline, price negotiation downward (often $5,000 to $15,000), or obligation to do the work before the sale. Obtaining a CCE in advance facilitates the transaction and reassures buyers.
